Emission Reduction Plan for Land Information New Zealand
The Government has committed to moving towards a carbon neutral public service.
Land Information New Zealand is one of the 28 stage two core public service agencies that will be on the path to carbon neutrality by the year 2012.
Reducing emissions is an important step in the context of carbon neutrality. Having measured the emissions, it is necessary to undertake reduction activities that will reduce emissions as much as practical and be cost effective. The remaining emissions will then be offset to make the core public service carbon neutral.
The role of the reduction plan is to identify and record opportunities and initiatives that help to reduce emissions.
Organisational Overview
Land Information New Zealand (LINZ) provides New Zealand's authoritative land and seabed information. It advises the Government on land-related laws and policies and administers Crown land interests and New Zealand's inward foreign investment regime. It also provides a secure environment for buying or selling property, and ensures New Zealand has high-quality core geographic information.
LINZ aims to ensure:
- certainty of New Zealand's land based property rights and interests
- land information is available
- to enable the New Zealand economy to function effectively, and
- for New Zealanders' safety and security
- Crown assets are put to their best use.
Day-to-day business is associated with:
- policy advice to government
- geodetic and cadastral survey infrastructure
- maintaining up-to-date topographic and hydrographic information
- land titles regulation
- standard setting for rating valuation
- Crown property management, acquisition and disposal
- assisting the Government address land-related aspects of Treaty of Waitangi issues
- administering New Zealand's inward foreign investment regime, including monitoring significant investment into New Zealand and assessing applications for consent from foreigners who intend making substantial investments
- services related to land titles and survey plans:
- issue of state-guaranteed titles
- registration of changes to land titles
- search services for land titles and survey plans
- survey plan processing and approval.
LINZ has five regional offices located in Auckland, Hamilton, Wellington, Christchurch, Dunedin, together with a national office in Wellington.
LINZ has approximately 540 employees and an operating budget for 2007/2008 of $135 million (Vote Lands).
LINZ had 16 vehicles in its fleet for the period of 2006/2007. From December 2007 this reduced to 15 due to the sale of one vehicle, which will not be replaced.
Land Information New Zealand's Current Position
Our emissions inventory report, covering the period of 2006/2007 financial year, was completed and submitted to Ministry for the Environment on 30th November 2007. Our total emissions were 2074 Tonnes C02-e
- The key areas LINZ is looking to focus on are Energy (36.96%) and Travel (24.22%) as these are our higher sources of emission that we will be able to contribute to reducing.
- The main area for Travel will be looking at Air Travel (21.51%), with a focus on domestic travel (16.45%).
- Energy will be focusing on Scope 2 emissions (20.17%) and usage within our buildings as tenants.
- In line with Govt3 requirements we will also be working on Waste, although this only currently accounts for 0.58% of our current emissions.
- LINZ has not currently set itself targets around emissions reductions. Targets will be set once a full analysis has been completed on what we want to achieve and how we are going to achieve it. This will include a benefit analysis for both costs and reductions.
- The Chief Executive is accountable for the plan and sign off.
- The General Manager Business Support is the project sponsor for LINZ sustainability.
- Our Business Advisor Govt3 Performance was appointed in November 2007. This position is managing the Carbon Neutral Public Service Programme and LINZ sustainability and will be responsible for delivering what is required for LINZ.
Supporting Policies, Plans and Resources
LINZ has a travel policy. No other policies are in place for the CNPS programme as yet. LINZ is currently reviewing clauses for tenders and contracts. Having recently appointed our Business Advisor Govt3 Performance, plans and policies will be an area for priority review. Pending Executive sign off in April 2008, these will then be implemented during the following 18 month period.
We will also be drafting reduction plans and making recommendations on how we can reduce emissions. This will be presented to the Executive Committee in April 2008.
These plans will include:
- Govt3 action plan
- Waste audit results and reduction plan
- Internal sustainable procurement guidelines, plans, policies
- Travel plan
- Communications plan
- Energy reduction plan
Exclusions
Currently our main emission source is from the RV Tangaroa at 37.35% of our emissions. The vessel is leased through NIWA for the Oceans 20/20 survey. Oceans 20/20 is a 15 year programme of work being undertaken by government departments and crown research institutes. Funding for this initiative is through the LINZ vote. This was included in our emission reporting following discussions with MFE and confirmation that this was to be accounted for by LINZ.
At this time LINZ does not have any actions for reduction of the emissions from the RV Tangaroa and will be excluding this from the reduction plan. However, when the review of off-setting emissions takes place we will include these emissions and will continue to report on usage and account for emissions in our inventory reporting.

Energy
Energy is responsible for 36.96% of LINZ's greenhouse gas emission. (20.17% Scope 2 & 16.79% Scope 3)
Initiatives already undertaken:
- Staff awareness campaign within National Office (Radio New Zealand House).
- Sensor lighting installed in meeting rooms and bathrooms within National Office.
- Weekly monitoring of energy usage within National Office.
- Reporting on usage by floor within National Office, posters and emails to staff
- Lighting and aircon timer switches throughout our Hamilton office.
- Push button timers in store rooms and server rooms in our Hamilton Office.

- Promote energy efficiency behaviours throughout all of LINZ.

Transport
Travel is responsible for 24.22% of LINZ's greenhouse gas emissions; 21.51% is air travel and 2.71% is travel by rental / personal car or taxi. Analysis of the information gathered shows that the majority of our air travel is domestic (16.45%). The employee commute is not included in the Carbon Neutral Public Service reduction plans as it is outside of the scope of the plan.

Waste to Landfill
Waste to landfill accounts for 0.58% of LINZ's greenhouse gas emissions. Currently 0.46% of that is unknown composite until waste audits are completed in all offices.
Initiatives already undertaken:
- All offices have paper recycling bins.
- Mixed recycling for cans, glass and plastics 1 & 2 is being carried out in 3 of 6 offices.
- Cardboard is collected for recycling in 3 of 6 offices.
- Toners and packing are recycled via either TRC, HP or Xerox in all offices.
- A waste audit was completed in National Office in April 2007.
- Paper recycling trays and green desk top cubes have been purchased for all offices but are not yet in use.

Review of plan
Currently we are reviewing all processes and will be submitting recommendations to our Executive Committee in April for an 18 month implementation project to be approved. If the approval is given we will be updating the plan as implementation takes place through 2007/08 & 2008/09.
