Rating valuations
New Zealand territorial authorities (city and district councils) carry out 'rating valuations' of all properties within their districts so they can levy rates to fund their services (eg roads, water supply, libraries, sewerage, drainage systems etc). Local councils may use a Valuation Service Provider (VSP) to carry out valuations. Every property in New Zealand must be revalued for rating purposes at least once every three years. Most New Zealand property owners pay rates to their local council, including homeowners and commercial companies.

LINZ's role
Land Information New Zealand (LINZ) does not carry out rating valuations. Under the Rating Valuations Act 1998, the Valuer-General makes rules setting out requirements for rating valuations and maintenance of the district valuation roll.
LINZ's Property Regulatory Group (PRG) audits and monitors compliance with the Rating Valuations Rules.
The main objective of the Valuer-General is to ensure a nationally consistent, impartial, independent and equitable valuation system.
