The working group are seeking industry feedback on working paper two "Today vs Tomorrow". This feedback will be considered in September 2009, when the working group will meet to establish who needs to do what to move towards the defined 'tomorrow' state of the industry.

Background & process

Following feedback from the cadastral survey industry, a joint working group was formed from members of the New Zealand Institute of Surveyors (NZIS) and LINZ in October 2008 to address wider issues not covered in the review of the Rules for Cadastral Survey.

The Survey Strategic Context will provide a shared view of the future state of the land development and cadastral information industries and what the roles of LINZ, the NZIS and surveying professionals will be in that context.

The terms of reference and process for developing two working papers and a final paper were drafted on 25 November 2008 and finalised on 23 December 2008. The terms of reference (pdf 34.3KB) and a process diagram (pdf 195KB) are available to download.

The working group consists of:

Defining tomorrow’s industry

Working paper one “Proposal for Tomorrow’s Cadastral Survey Industry” proposes an agreed view of tomorrow’s land development and cadastral information industries. The working group met in February 2009 to discuss:

  • tomorrow’s consumer and market demands
  • tomorrow’s industry legislation and regulation and
  • participant’s roles, accountabilities/expectations, systems and processes in the future context.

Working paper one was finalised in March 2009 and circulated for industry feedback.

Today’s versus tomorrow’s industry

Working paper two “Today vs Tomorrow” establishes how industry participants currently measure up to the future industry defined in paper one. The working group met in June 2009 to:

  • discuss feedback from stakeholders and any amendments to working paper one
  • review the current industry and
  • discuss gaps in current and future roles, accountabilities/expectations, systems and processes.

Working paper two was finalised in July 2009 and circulated for industry feedback.

Towards tomorrow’s survey industry

The final paper “Towards Tomorrow's Survey Industry” will establish who needs to do what to move towards the defined future state of the industry. The working group will meet in September 2009 to:

  • discuss feedback from stakeholders and any amendments to working paper two
  • confirm gaps in current and future roles, accountabilities/expectations, systems and processes and
  • discuss how gaps could be filled by LINZ/NZIS.

The final paper is scheduled to be finalised in October 2009 and circulated in mid-October 2009.

Subsequent actions

Actions of LINZ and NZIS to plan for and implement expectations given in the final paper may include:

  • developing own capability to meet tomorrow’s expectations
  • working with or lobbying other industry participants to move them towards meeting tomorrow’s expectations and
  • the investigation of further areas identified during the workshops.
