Consultation on New Rules for Cadastral Survey

New Rules for Cadastral Survey were released in October for public consultation by the Surveyor-General Don Grant.
Don says the current Rules were derived from the Survey Regulations 1998 which don't fully reflect changes made in the Cadastral Survey Act 2002.
"The proposed new Rules are designed to better reflect these changes and have been reviewed in line with Land Information New Zealand's wider regulatory move to optimal regulation" said Don.
The Rules are the primary tools for setting standards for:
- defining the boundaries of rights and interests in land
- marking these boundaries
- creating parcels (and their appellations)
- cadastral survey plans and datasets that are lodged with Land Information New Zealand.
Proposed changes to the current Rules include:
- boundary marking often not required
- new boundary accuracy standards
- new accuracy standard for parcel areas.
Feedback on the proposed Rules is invited from landowners, surveyors, those transacting or registering land, land developers, Territorial Authorities and others involved or interested in cadastral surveying. The consultation closes on 1 March 2008. The consultation period was extended by a month at the request of surveyors to allow them an opportunity to meet as branches after the Christmas/New Year period to consider making submissions.
Presentations to surveyors
LINZ held 13 well attended presentations around the country in October and November organised in conjunction with the New Zealand Institute of Surveyors. Surveyors and other interested parties were provided with background information about the review and significant changes to the Rules were explained.
Don said feedback from the presentations showed that the attendees appreciated being given the opportunity to hear first hand what the main proposals were. At all the meetings, good points of clarification were raised which showed that the proposals were well understood.
"We expect to get a good number of well thought out submissions which will allow us to improve the end result."
A summary of the main themes raised by submissions and information on the next steps in the process will be prepared and posted on the LINZ website in late March.
