The tenure review process is governed by the Crown Pastoral Land Act 1998 (the CPLA). At certain points during the tenure review process, documents must be presented for registration in the land transfer register.

This guideline is limited in scope to the land title registration aspects of the tenure review process. It provides guidance on what should be included in documentation presented to Toitū Te Whenua LINZ for registration under the CPLA, and what the register should show when CPLA documentation is registered. It is intended that this guideline be used by persons authorised to prepare documentation for registration under the CPLA, and persons with delegated authority to undertake registration functions on behalf of the Registrar-General of Land (RGL) under the Land Transfer Act 2017.

Updates to the guideline

On 9 November 2022, the guideline was updated to reflect that:

The Crown Pastoral Land Reform Act 2022 was enacted in May 2022 and brings an end to the tenure review process.  This guideline remains in effect for those leases with accepted substantive proposals that were in implementation or those that had substantive proposals put to them (and would move into implementation if accepted) at the time the Crown Pastoral Land Reform Act came into force to enable completion of the tenure review process under the CPLA.
