Compare transferors against registered owners

Checks that:

• at least 1 transferor has been entered
• the transferor names match the registered owner names on the title
• all registered owners are named, including any name suffix, alias, minor, date of birth and executor or administrator information.

If a new title is being issued from an instrument this rule will not run and the dealing will step down to Lodge.
