This paper updated Cabinet on progress of Toitū Te Whenua Land Information New Zealand’s (LINZ) Modernising Landonline programme and sought agreement to an extended timeframe and reforecast costs.
The paper describes milestones achieved, progress on the rebuild of core IT systems, and the continuing support of stakeholders involved in the programme.
The paper outlines external factors including higher than forecast inflation and tight labour market conditions being felt across the IT sector that have impacted workforce turnover and increased the programme’s overall costs and delivery timeframe.
The associated Cabinet minute documents decisions in relation to governance, timing and funding arrangements by the Government Administration and Expenditure Review Committee when it considered the progress update. Cabinet authorised these decisions on 8 August 2022. The talking points were provided to assist the Minister while speaking to the Cabinet paper.
