Background

The Applicant is ultimately owned by Shenzhen Stock Exchange listed Pinlive Foods Co. Ltd, a Chinese food company that sells dairy products, beer, cereals and olive oil. The Applicant is purchasing the Vendor's non-operational dairy product manufacturing business known as Kaimai Cheese as part of a wider transaction which includes two small areas of sensitive residential land adjoining the plant. The Applicant intends to recommence operation of the milk processing plant and the cheese processing, cutting and packaging operations located in the business premises.

The residential land will continue to be used as vacant land and for carparking.

Consent was granted as the Applicant has met the investor test criterion and the land will be used for non-residential purposes.
