Cabinet approval to issue instructions to the Parliamentary Counsel Office for the drafting of regulations under the Crown Pastoral Land Reform Act 2022.

Cabinet has agreed that regulations may be drafted to support the implementation of the reforms to the Crown Pastoral Land Act. Toitū Te Whenua Land Information New Zealand (LINZ) expects Cabinet to approve the final version of the regulations that will enter into force in the third quarter of 2023. Additional Cabinet papers will be proactively released following approval.

The Cabinet paper proposed regulations to set out the information to be provided when:

  • leaseholders apply for consent to carry out a discretionary pastoral activity or stock limitation exemption
  • leaseholders and others apply for a commercial recreation permit 
  • a farm plan is provided with applications 
  • enforceable undertaking agreements are made to mitigate or resolve a breach.

New infringement fees and notices are also included in the proposed regulations.

In 2022, LINZ carried out two rounds of public consultation on the proposed regulations.
