The purpose of this document is to review improvements made to the 12 national key datasets for resilience and climate change during 2019/20, and to establish the priority data improvements for 2020/21.

In 2015 Land Information New Zealand (LINZ), with funding from the Treasury Better Public Service Seed Fund established the Smart Cities programme. This programme sought to apply an agile approach to developing and testing 13 ‘smart’ ‘proof of concept’ projects across Auckland, Wellington and Christchurch.

Toitū Te Whenua administered a Provincial Growth Fund grant from Kānoa Regional Development and Commercial Services at MBIE and led the partnership with 10 regional councils to capture and make available LiDAR data for over 80% of the country. The Provincial Growth Fund LiDAR post-contract outcome report highlights the programme’s achievements since 2020.

This guideline outlines the technical requirements for supply of GNSS Continuously Operating Reference Stations (CORS) metadata and RINEX (Receiver Independent Exchange Format) data files to Toitū Te Whenua.

Modified sections are highlighted yellow. All changes are in the interest of removing ambiguity, defining a standard product, and emphasising commonly missed details. The only additional requirement beyond Reference 12 is for the classification of vegetation and buildings.
