Landonline underpins New Zealand’s land titles and survey system, supporting property transactions, development, and confidence in property rights.
Work began with a business case approved by Cabinet in 2018, building on several years of earlier investigation. The approach taken by LINZ was distinctive. Rather than a full system replacement, teams modernised the existing platform in-house, working closely with customers and using Agile-method iterative delivery.
STEP was completed in late 2025 with the external advisory board approving governance to move in-house, and a close out report commissioned. All external customers were successfully transitioned to the upgraded platform, delivered on time and within budget.
The updated system is more secure, intuitive, and accessible, supporting thousands of daily users across the property sector. Independent assessment has found that almost all planned benefits have been delivered, with overall benefits expected to exceed original forecasts.
The newly published report brings together the full story of the programme. It outlines how the work was delivered, the value achieved for customers and New Zealand, and the lessons learned along the way.
While the programme has transitioned into business-as-usual operations, work continues to enhance Landonline through an ongoing in-house delivery model.
