Reasons for decision
The Commissioner of Crown Lands has determined that the construction of a fertiliser bin will have significant benefits in terms of allowing more cost-effective fertiliser application and benefit the farming operation by allowing greater efficiency and improved storage and security. It is considered that these farming benefits can be achieved with a less than minor effect on the inherent values identified by the Director-General of Conservation, provided the conditions of consent are complied with.
Conditions of decision
Consent is granted for construction of buildings or infrastructure, subject to the following conditions:
- No indigenous vegetation is to be cleared or otherwise damaged.
- All necessary precautions must be taken to ensure that no weeds are introduced onto the land. This includes ensuring that all equipment used is thoroughly cleaned.
- Any soil removed for the construction process is preferably used at the site for levelling.
- Excess soil is not to be disposed of in gullies or waterways.
- Soil disturbance is restricted to the immediate area of the structure.
- The structure should be in colours that are unobtrusive in that environment.
- That soil disturbance is limited to the minimum required to carry out the proposed works.
- Any disturbed ground will be seeded as soon as practical following the completion of works.
- All machinery and construction materials brought to the site to carry out the soil disturbance shall be cleaned to remove any possible weed contamination prior to carrying out the work.
- That all contractors and employees carrying out this work on Eskhead pastoral lease are informed of the conditions of this consent prior to the construction commencing.
The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
