Marine and Coastal Area Act 2011 guideline for registration
LINZ has developed and published the Registration guideline for the Marine and Coastal Area (Takutai Moana) Act 2011 LINZG20726 on the LINZ website.
Go to the Registration guideline for the Marine and Coastal Area (Takutai Moana) Act 2011 LINZG20726 (//www.linz.govt.nz/about-linz/news-publications-and-consultations/search-for- regulatory-documents/registration-guideline-for-the-marine-and-coastal-area-act-2011-linzg20726)
This document contains guidance on the requirements of the Act and the Resource Management Act 1991 for:
- cancelling computer freehold registers (CFRs) that wholly or partly comprise land in the common marine and coastal area,
- recording that land has become part of the common marine and coastal area on deposit of survey plans of subdivision,
- issuing computer registers for reclaimed land formed from the common marine and coastal area.
Although the guidance is for LINZ staff exercising registration functions under the Land Transfer Act 1952, it may also be of interest to customers preparing documentation for registration by LINZ.
Title memorials data now available from the LINZ Data Service
The LINZ Data Service (http://data.linz.govt.nz/) provides fast, free access to over 40 of LINZ’s authoritative land and seabed datasets, including cadastral, title and electoral data from Landonline.
LINZ is continuously improving the functionality of the service and adding new datasets in response to customer feedback. One of the latest datasets to be made available via the LINZ Data Service is title memorials.
A title memorial is information recorded on a property title relating to a transaction, interest in or restriction over a piece of land. Memorials can include details of mortgages, discharge of mortgages, transfer of ownership, and leases – all of which affect the land in some way.
The main new dataset available on the LINZ Data Service is the NZ Title Memorials List (including Mortgages, Leases, Easements) (//www.linz.govt.nz/#/table/1695-nz-title-memorials-list-including- mortgages-leases-easements/) table. A small number of memorials recorded on a title have additional text in a structured tabular format. These are not included in the main table because they don’t fit its structure. These are available as the NZ Title Memorials Additional Text List (http://data.linz.govt.nz/#/table/1696-nz-title-memorials-additional-text-list/) table instead.
The LINZ Data Service enables the bulk distribution of title memorials for integration with your systems. If you’re a current LINZ Data Service customer, you can download the tables in a variety of formats, including CSV, or use our APIs for machine to machine integration. The NZ Title Memorials List table (http://data.linz.govt.nz/#/table/1695-nz-title-memorials-list-including-mortgages-leases- easements/) is a large file, so expect it to take some time to download. Check out our LDS help (//www.linz.govt.nz/node/11230) documentation for more information on formats and access methods.
Remember, as the tables include owners’ names, you need to first sign up to the LINZ Data Service restricted owners group (http://data.linz.govt.nz/maps/restricted-owner-data- group/layers/#/maps/restricted-owner-data-group/) to view or download the tables.

Survey observations
Containing over 32 million records, the NZ Survey Observations layer (http://data.linz.govt.nz/#/layer/1694-nz-survey-observations-cadastral/) is the largest layer on LDS by feature count. This dataset includes bearings and distances taken during surveys and are used as a foundation for property boundaries.

LandXML plugin for Quantum GIS
Looking for a quick and easy way to visualise LandXML extracts from Landonline?
LINZ has just released a plugin allowing you to import LandXML extracts from Landonline into the open source GIS application Quantum GIS.
This plugin provides a quick and easy way to view survey parcel and marks layers from LandXML extracts in Quantum GIS and may prove particularly useful to TA’s allowing you to visualise surveyor’s proposed plans before TA certification.
To get it working for you, check out how to view LandXML exports in Quantum GIS (//www.linz.govt.nz/esurvey/best-practice/landxml/viewing-landxml-exports-quantum-gis) .
Finalised standard: lodgement of cadastral survey datasets
The Standard for lodgement of cadastral survey datasets - LINZS70000 (//www.linz.govt.nz/regulatory/70000) has been finalised and comes into effect 21 October 2013.
This standard is issued by the Chief Executive under section 9(c) of the Cadastral Survey Act 2002. It sets the minimum capture requirements for the lodgement of cadastral survey datasets using Landonline to assist with eicient and consistent processing and integration into the cadastre. The requirements are in addition to the Rules for Cadastral Survey 2010 and surveyors must comply with this standard when lodging CSDs.
LINZ will send a printed copy to each licensed cadastral surveyor in early October.
Overlapping non-primary parcels
When a new non-primary parcel overlaps an existing non-primary parcel in the same Landonline layer, issues could occur that may prevent registration/deposit of a CSD. These overlaps should be addressed to ensure registration is possible.
A check for overlaps can be made by turning on both the Approved Secondary/Approved Tertiary and the Live Secondary/Live Tertiary layers in the spatial window, to determine whether the new non- primary parcel being created will result in an overlap. For more information, refer to Capture of Non Primary Parcels (//www.linz.govt.nz/kb/629) .
The Secondary and Tertiary layers only contain non-primary parcels.
Current parcels in these networks cannot overlap more than one current primary parcel, or any other non-primary parcel in the same layer. If parcels overlap within the same layer, intersection points must be included where they intersect and individual parcels must be created for each portion. To avoid intersections the other layer (Secondary or Tertiary) can be used.
Generally parcels in these layers are Easement, Mining, Leasehold or Land Covenant parcels.
Please contact 0800 ONLINE (665 463) and ask for capture assistance if you require more information.
