This month we give you information about the recent Landonline 3.11 release; and offer advice to those Landonline users experiencing Windows XP usage issues; 

Also, we include a new KnowledgeBase article that has been created to help surveyors find information about preparing boundary marking surveys. Also on the topic of boundary marks, we alert you in regards to a boundary mark issue that has been raised in regards to exception requests.

Also, we let you know we're aware about CSD processing delays and advise what we're doing to mitigate them; we also announce that a self-assessment questionnaire for law firms and conveyancers is being sent out in June to 400 firms.

Landonline 3.11 release

You will have seen some changes in Landonline following the Landonline 3.11 release carried out over the weekend of 23 May.

The release is part of necessary ongoing maintenance for Landonline, but it also improves parts of the system and fixes errors. Information about changes made by the release can be found in the release notes (//www.linz.govt.nz/land/landonline/landonline-releases-and-system-updates) .

We know customers experienced some problems following the release, which included an unexpected limit on the number of users able to access the spatial window. This was due to the release interfering with the settings in a database table. This has been revised and the system rebooted, which should resolve these issues, but we will continue to monitor the situation.

We are also aware of problems customers have had when ordering products through the Request Product List. This occurred when one upgraded software component failed in some parts of Landonline. We have resolved this by reverting back to the original software, which will give us an opportunity to find out more about why this failure occurred. Reverting back to the previous software will not impact on your use of Landonline.

While these problems were largely resolved by the morning of Tuesday 26 May, we know that there were performance issues with Landonline during the day. These should also have been resolved, as they were caused by a change which inadvertently limited the number of processors operating. We have since corrected this.

We carry out extensive testing before and during any maintenance release so we’re disappointed that these problems occurred, and we regret any inconvenience they have caused. While we’ve taken steps to resolve these problems, we’re monitoring the situation and will provide further updates through Landonline alerts and (//www.linz.govt.nz/news/2017-04/landonline-issues) the Landonline issues page if these problems continue.

Issues running Landonline on Windows XP

Information for Windows XP users

In April 2014 Microsoft stopped creating updates and offering support for Windows XP. As a result other software companies, including Citrix, followed suit. Although an XP-compatible version of the Citrix Online Plugin is still available on the Citrix website (link below) many XP users are no longer able to run Landonline.

Please be aware that the normal LINZ fixes may not work as they have previously done, due to the limited support available to XP users.

It is strongly recommended that you upgrade your system to a newer version of Windows, to ensure continued efficient performance of Landonline. More information regarding our recommended windows operating systems is available via the link to our software requirements page, below.

Boundary marking surveys

The Rules for Cadastral Survey 2010 introduced new requirements for boundary marking surveys.

These surveys place one or more boundary marks on a boundary point or line already defined on an approved CSD where the survey does not create a new parcel. They cannot be used for the issue of Title.

There are three types of Boundary Marking Surveys:

  • Boundary Marking - Monumentation CSD
  • Boundary Marking - Reinstatement CSD
  • Boundary Marking - Full CSD (Conflict)

Monumentation CSDs have the least requirements, and Full CSD (Conflict) have the most.

  • Rule 2 - definition of ‘boundary reinstatement survey’, ‘monumentation CSD’ and ‘reinstated’
  • Rule 8.5 – CSD to be lodged for boundary marking
  • Rule 11 – Monumentation CSD requirements

Top tips

  • See page 247 of the Interpretation Guide for requirements of the related non-boundary mark when assessing whether a boundary point can be marked on a Monumentation CSD in terms of the criteria of Rule 11.1(a)(iii).

Exception requests

Remember to unlink all boundary marks when submitting an exception request.

LINZ staff have been noticing a number of exception requests being submitted where boundary marks are still linked. This does not allow a true depiction of any differences between the data captured by the surveyor, and that already in Landonline. When submitting an exception request, please ensure that all boundary marks, including any placeholders used, have been unlinked.

CSD processing times

We’re aware that customers are experiencing delays in the time it takes LINZ to process CSDs.

We appreciate that this impacts on your work and your customers. There are a number of factors which have contributed to this. We are working to address these and it is a priority for us.

We are in the process of recruiting new staff and building capability among recent recruits and less experienced staff. While this will help in the longer term it does have some impact in the meantime. We are also working on a high number of plans with urgency demands, and so are having to reprioritise resources to meet these demands.

Opportunities to further reduce delays are currently under investigation and we are taking steps to meet the needs of our customers now, but to also anticipate demand in the future. We’ll keep you updated on this, as well as providing updates through our Landwrap newsletter and website.

A major factor in the delays with Canterbury earthquake CSDs is the complexity of the issues involved, resulting in longer processing times. We have a dedicated team of people processing these CSDs, and we have brought in extra staff to support this approach.

Annual Self-Assessment Questionnaire for law firms and conveyancers

A selection of law firms and conveyancers will have an opportunity to complete a self-assessment questionnaire next month.

LINZ has worked with the Property Law Section of the New Zealand Law Society and New Zealand Society of Conveyancers to develop a self-assessment questionnaire for conveyancers. We’ll soon be inviting firms to complete this.

This is a voluntary questionnaire, designed to give law firms a tool for assessing the strength of their conveyancing processes and controls for transactions lodged via the Landonline, and for identifying areas that need improvement.

Some of the advantages of completing the questionnaire are:

  • Responses can be used as an internal training tool.
  • You’ll learn about useful guidelines, standards and Landwrap articles.
  • LINZ and the NZLS can use the results to help your firm identify ways to improve as well as educational opportunities on e-dealing areas.

If your firm is not selected to complete the questionnaire this year, LINZ has available a version that can be printed and completed (attached at bottom of page). This way you can share the results with those involved in the preparation and certification of e-dealings within your firm.

LINZ will send out requests to 400 selected firms in June. If your firm has been selected, LINZ and the Property Law Section of the NZLS encourage your participation and welcome your feedback.
