Reasons for decision

The Commissioner of Crown Lands considers that the benefits to the cropping/cultivation are considerable and will make the land easier to farm. The areas are within parts of the lease that have already been developed through cultivation, oversowing and topdressing, and with appropriate conditions there should be little to no adverse effects beyond those already occurring.

Conditions of decision

Consent is granted for cultivation, subject to the following conditions:

  1. That cropping/cultivation is limited to the approved areas as indicated on the map attached to the Notice of Decision.
  2. That break cropping is restricted to two years only. Following two years of break crop, the areas will be sown down in permanent pasture.
  3. The return cultivation cycle is restricted to not more than once in every 6 years.
  4. Cultivation will only occur when soil conditions are moist and there is little to no wind.
  5. Continued inputs of maintenance fertiliser are applied to extend the effective life of the permanent pasture to reduce the need and frequency for renewal cultivation.
  6. All machinery brought to the site to carry out any of the work should be cleaned of any earth and plant material prior to access to prevent the introduction of weeds from off site.
  7. Good management practises are to be undertaken to minimise the risk of soil erosion, including the use of minimum tillage and direct drilling techniques where possible, leaving soil bare for as short a period as possible, and avoiding cultivation of dry soil. Cultivation is to only be undertaken when conditions are suitable to prevent wind erosion.
  8. That all contractors and employees of Glen Lyon Limited engaged in working under this consent are informed of the conditions of this consent.

The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
