Reasons for decision

The Commissioner of Crown Lands is satisfied this activity is necessary to enable pastoral farming and in particular to reduce reversion of the pasture platform, vegetation contamination of wool, and stock losses from wild pigs. Inherent values can be maintained and protected through the targeted and staged nature of the permitted vegetation clearance and proposed conditions.

Conditions of decision

Consent is granted for clearing vegetation, subject to the following conditions:

  1. Vegetation clearance shall be undertaken by aerial or ground spraying using the herbicide Metsulfuron or other herbicide with the same active ingredient.

  2. With the exception of matagouri, no indigenous vegetation shall be targeted by spraying.

  3. No more than 200ha of land shall be sprayed to clear matagouri in any calendar year.

  4. The Lessee shall use best practical option to avoid spraying the native broom (Carmichaelia spp.) in the Front Block.

  5. There shall be no spraying of indigenous vegetation on any rocky outcrops.

  6. There shall be no discharge of contaminants (chemicals or dye) to water.

  7. No herbicide spraying shall be undertaken in conditions where wind speeds exceed 5km/hr.

  8. The Lessee shall obtain GPS records for all aerial spraying, showing where herbicide has been applied, the date and time of spraying, the wind speed, and whether spraying is spot-spraying or boom/continuous spraying. These records shall be retained for at least 5 (five) years and provided to the CCL or his delegate upon request.

  9. The company and pilot carrying out any aerial spraying must hold the relevant qualifications/ratings for applying agrichemicals.

  10. All equipment and machinery used for spraying shall be cleaned at a location off Riverside/Doctors Point Station prior to spraying.

  11. All contractors and employees undertaking activities related to exercising this consent are informed of the conditions of this consent prior to works starting.

  12. The vegetation clearance shall be undertaken under the supervision of the Lessee Director who shall report to LINZ on the area of land sprayed for matagouri each year, the location of each area sprayed, and any land remediation activities. Information is to be submitted to the Lessee’s LINZ Relationship Manager.

  13. This consent is not transferable from the current Lessee to any other party without the approval of the Commissioner of Crown Lands.

The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
