Reasons for decision

The Commissioner of Crown Lands has determined that the proposed planting has positive farming benefits, and the conditions will enable any adverse effects on inherent values to be avoided, remedied or mitigated. The main benefit is planting will help to stabilise the slopes following the removal of dense pine plantations. It will also provide shade and shelter for stock, increase biodiversity and improve the landscape.

Conditions of decision

Consent is granted for planting vegetation, subject to the following conditions:

  1. The planting will only occur at the areas as indicated in green on the maps attached to this Notice of Decision.
  2. Only indigenous plant species listed in the Otago Regional Council Otago Native Planting Guide shall be planted except where sowing of pasture seed is provided for in the Notice of Decision for oversowing and top-dressing A7100093.
  3. Any tools and equipment used when planting must be clean and free from soil and plant fragments (especially seeds).
  4. All plants, mulch and/or soil going into the site must be free from weeds.
  5. Soil disturbance while planting native plants must be minimised by only clearing vegetation to dig the hole at each plant site.
  6. Preferably, all native plants should come from eco-sourced plants or seeds. That is, native species that are naturally occurring locally are to be planted. Plant stock should ideally be sourced from the property itself; however, plants may also be sourced from the local area.
  7. Areas approved for planting may be replanted should the initial plantings fail to establish.
  8. If any historic sites are accidentally uncovered in the process of carrying out the proposed activity, earth disturbance work should cease, and the appropriate authorities should be notified.
  9. All contractors and employees working on Hawksburn Station must be informed of the conditions of this consent prior to the works starting.

The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
