Background

The Applicant owns and operates the Whakatāne mill which processes logs and pulp to manufacture food grade coated paperboard products for the packaging market.

The Land is a landfill site which the Applicant is currently licensed to access to dispose of various waste materials under a waste disposal agreement with the Vendor.  The Applicant sought consent to acquire the freehold interest in the Land to create greater certainty around its current business operation, and to allow it to confidently pursue its expansion plans for the mill.

The Applicant is an important employer in the Whakatāne District.  The construction phase of the mill’s expansion will provide temporary employment opportunities as well as increasing permanent fulltime employment at the mill following the construction phase.

The acquisition of the Land also has environmental benefits.  The Applicant’s expansion plans for the mill include several environmental initiatives and the Applicant’s ability to access the Land for the disposal of the waste materials avoids an increased environmental burden associated with accessing landfill sites further away.
