| Background | The Applicant is a partnership between the global Plenary and Webuild groups and Leighs Construction, a New Zealand owned and operated building company. The Applicant has been accepted as the New Zealand Department of Corrections preferred bidder for the design, construction, financing and maintenance of a range of new prison facilities in respect of the New Christchurch Men’s Prison Site as part of the Christchurch Men’s Prison Redevelopment Programme, to be delivered through an ‘availability-based’ public private partnership model over a 25 year operating term. Upon completion of construction the Applicant will contract with and pass down asset and facilities maintenance responsibility to Serco New Zealand Limited. This application was subject to a national interest assessment as the Applicant is a non-New Zealand government investor. Consent was granted as the national interest test was met. |
