Overseas investment

Welcome to Pānui for September 2026. We are now entering the pre-election period before the general election on 7 November. Parliament has now risen and will be dissolved on 1 October.

The work of government agencies like LINZ continues as normal through the election period and government formation processes. The majority of overseas investment applications are decided by LINZ officials acting under delegated authority. These processes will continue as normal, and assessment timeframes will continue to apply.

The possible exception to this is the small number of applications where a Ministerial decision is required. Ministers continue to hold decision making authority, however, through the election period Ministerial decisions may take a little longer. We will contact you to discuss timing if that is relevant to your application.

As always, a wide range of information on the overseas investment regime, including on assessment timeframes, is available on this website, and LINZ staff are available to answer questions about applications.

We welcome a pre-application discussion where that will assist us in understanding a potential application and help applicants to provide the information required for us to complete our assessments. More information is available at:

Guidelines - Waiver, discount or refund of fees

Earlier this month we issued a special Pānui to let you know that fees have reduced for Primary Consent and National Interest applications.

The Overseas Investment Regulations were also amended to allow for the waiver, discount or refund of fees in certain circumstances. Guidelines have now been published that provide more detail about the circumstances where this may apply.

Fees have been set at a level that is appropriate to recover the costs of administering the overseas investment regime, and individual fees have been set to recover the typical costs of an application of that nature. Accordingly, the power to waive, discount or refund fees will be used sparingly.
