LINZ Biosecurity and biodiversity strategy
The LINZ Biosecurity and Biodiversity Strategy was produced in 2021 to guide our prioritisation and decision-making over the next 10 years.
Our strategy has 4 goals:
- proactive and effective land management
- data excellence for informed decision making
- empowering partnerships and connections
- working with Māori as kaitiaki and as having mana whenua.
The strategy also provides a framework for how we engage with partners and stakeholders and involve them in decisions and operational planning.
Our strategy will be reviewed every 5 years and aligns with:
- Regional Pest Management Plans
- Te Mana o te Taiao Aotearoa - New Zealand Biodiversity Strategy 2020 developed by the Department of Conservation on behalf of Aotearoa New Zealand
- Predator Free 2050 Strategy.

Lakeweed management plans
We have tailored management plans for key lakes, setting out long-term visions, goals and objectives for them.
These plans formalise collaborative arrangements with stakeholder groups involved in managing each lake or catchment.
Braided river weed control strategies
We are responsible for managing some of the large braided river systems across Te Waipounamu / the South Island. To support effective weed control in these ecologically significant areas, we’ve developed strategic plans in collaboration with other agencies and neighbouring landowners.
These strategies guide coordinated weed control operations in the largest catchments, helping protect biodiversity, maintain river health, and support land use and recreational values.

Other agencies' programmes
LINZ also supports other agencies such as the Ministry of Primary Industries (MPI) and the Department of Conservation (DOC) with national biosecurity and biodiversity strategies and programmes.
Biosecurity system action plan
In July 2025, MPI released the Biosecurity System Action Plan which guides how biosecurity actions are prioritised, planned, coordinated and delivered across the country, across all land. LINZ supports the plan and our work will contribute to some of the actions.

Ko te Whakahaumanu o te Rakitata awa
LINZ are a significant land holder of the Rakitata River and so support this interagency programme and the strategy for the Rakitata. LINZ coordinate the weed control in the upper awa with the Upper Rangitata Gorge Landcare Group and support the Department of Conservation's predator control efforts.

National wilding conifer control programme
Wilding conifers are New Zealand's worst weed. While the national programme led by MPI plan and deliver most of the control works, LINZ supports the programme through planning control works alongside other agencies' control works, data management and decision making.

Te Mana o te Taiao Aotearoa New Zealand's biodiversity strategy
In 2020, DOC refreshed the New Zealand Biodiversity Strategy and created a shared vision for all New Zealanders until 2050. DOC are currently working with LINZ and other agencies to create a new implementation plan for 2025-2030 that will set targets for the next 5 years.

Tipu Mātoro national wallaby eradication programme
Wallabies are found on LINZ-administered land in both the North and South Island control zones. The programme plans and delivers the control across all Crown land; LINZ supports the programme through data management and decision making.
