LTIBs are a statutory requirement under the Public Service Act 2020.
Government departments must publish LTIBs at least once every three years.
LTIBs are not official government policy and are developed independently of ministers.
Exploration on our second Long-term Insights Briefing is underway

In January 2025 we ran workshops where we engaged with experts, stakeholders, and treaty partners to consider the related trends, risks, and opportunities.
We have paused the work to produce a long term insights briefing as we focus on delivering on our new Strategic intentions 2025–2029.
Changes were also proposed to the long-insights briefing requirements in Schedule 6 amended of the Public Service Amendment Bill.
Strategic Intentions 2025-2029
Specifically in relation to Crown land our Strategic Intention is:
- Crown land and property are managed in a way that delivers lasting value.
- The Crown estate is a significant national resource that must be managed responsibly to ensure economic and public value.
- LINZ will take a planned and future-focused approach to ensure Crown land use aligns with national priorities and remains responsive to changing needs.
LINZ’s priorities to deliver our Strategic Intention are:
- Manage Crown land assets proactively, ensuring they generate value.
- Identify opportunities for commercial and secondary land use.
- Ensure regulatory and legislative settings for Crown land management are adaptable to changing priorities.
- Supporting biosecurity across the Crown Estate.

First Long-term Insights Briefing (2023)
We published a joint Long-term Insights Briefing with the Department of Conservation in March 2023. The topic was “How can we help biodiversity thrive through the innovative use of information and emerging technologies?”
We did a joint briefing as we both have roles and responsibilities for protecting biodiversity on Crown land that covers 40 percent of Aotearoa New Zealand.
